Prepare business cases and manage capex to achieve KPI targets, including new sites for coverage improvement, existing site capacity expansion and site relocation for rental savings;
Manage project budgets and allocate resources effectively to ensure timely achievement of project milestones;
Oversee bid strategies, analyze bidding outcomes, and ensure alignment with overall business objectives;
Provide financial insights to support cost optimization and enhance operational efficiency;
Monitor expenses, evaluate budget performance, and implement adjustments when necessary;
Prepare budget reports to support management in strategic financial decision-making;
Manage the OSS development team to develop tools on project management including business case management, funding control, project control, order management, work acceptance and payment settlement;
