For appointment to this grade, a candidate must have:
Served for a minimum period of fifteen years in the Foreign Service and have been an Ambassador or Deputy Director General, Foreign Service at CSG 4.

Served for at least one term of forty-eight months on Foreign Posting/Tour of Duty as Head of a Mission, Deputy Head of a Mission, or Head of Chancery.
