Summary Incumbent serves as the primary technical expert in the fields of utility maintenance, operations, repair, and minor construction within the New York Harbor HCS, St. Albans Campus. The incumbent manages all aspects of these programs including the management and projection of funding, staffing, the establishment of policy and protocol, long-range program planning, regulatory compliance, quality improvement, and VISN level program planning.
