Coordinates the preparation and analysis of the annual business plan, strategic plan, capital plan, and mid-year update for the district. Monitors cost, containment, and control methods, identifies problems, analyzes causes, and establishes implementing plans to correct the problem in order to improve operating costs. Approves and monitors all personnel requisitions to provide head count control.
