POSITION 5: Finance / Budget ManagerJD for Recruitment:
- Manages all grant financial operations including draw-down requests, invoice submissions, and reconciliation
- Ensures all expenditures are allowable, allocable, and reasonable per 2 CFR 200 Subpart E
- Monitors and enforces the 10% administrative cost cap (direct admin + indirect combined)
- Maintains timesheets for all grant-funded personnel
- Prepares quarterly financial reports due 15th of second month post-award and every 3 months thereafter
- Manages advance payment disbursement for start-up costs per federal cash management requirements (72-hour rule)
- Coordinates annual audit and supports any State or CMS financial reviews (onsite or virtual)
- Tracks program income and applies deduction method per grant terms
- Minimum 5 years in federal grants financial management
